I reckon Wenger is just extremely picky and would rather buy no-one at all than buy someone he doesn't fully like, whether he needs to or not. He probably would love to have Benzema but RM were never going to sell.

well stats i've seen on fantasyfootballscout stattables have arsenal highest on goal attempts and chances created for the first 4 gameweeks, if they keep creating most chances i would expects the goals to come.
