Prior to the deadline, is it always possible to see another person's gameweek transfers? Or can there by a delay?

I often see that rivals have done X transfers, however in other cases it says zero transfers but when game is updated they have made transfers?

You can see how many transfers they've done as soon as they've done them which means you can often work out what they've done based on £spent. What you're likely seeing in the last sentence there, is that they've made the transfer(s) with a couple of minutes to spare which indicates they don't want you working out what they've done or they have just left it late!
